Yes, sort of, but it is limited by the amount of actual AP you have, so it is not that powerful.

Following the same reasoning, Amulet of Recall would be infinitely better.

I am now at -5,409 XP to Level 64 after running into a trap and getting some XP for that. It seems the level-up-check only occurs at slaying a monster, or something like that.

When you level up due to Legendary Hunter XP bonus in the Tavern, the bonusses you receive aren't shown (skill points etc.).
